I have had good luck searching FCC files for the school district, then scanning those channels until you find your school. Best times to monitor are before/after school and lunch time. Some of the bigger schools have a local repeater on site, others may be simplex mode only.

b. Search the FCC (being licensed, does not equate to used)

I would start by going as close to the school as you can and using close call.
No, don't do this. If you're caught you could face some heat, especially these days...
