Please accept this correspondence with related attachments as the Regional Emergency
Dispatch Center’s (RED Center) response to the Notice of Returns received for the above
captioned Application File Numbers. In addition, please accept this document as a formal
waiver of rule 90.35 in order to request the continued use of business frequency 159.6600
MHz.
Background:
RED Center is a unit of local government formed under the Illinois Intergovernmental
Cooperation Act (5 ILCS 220/ et. seq.) that provides fire and emergency medical public
safety dispatch to fourteen (14) fire departments in northern Cook and southern Lake
Counties in Illinois, between the cities of Chicago and Milwaukee. These agencies protect
approximately 500,000 residents in this dense urban area.
To meet the needs of the member fire and EMS departments, RED Center desires to
transition from analog conventional VHF radio systems to simulcast VHF P25 digital
coverage. The intention is to enhance firefighter and paramedic safety and efficiency by
improving street level and in-building coverage, while maintaining interoperability with
neighboring fire jurisdictions on VHF. To accomplish this goal, system designers have
proposed a multi-site simulcast system that will improve system coverage within the
existing area of operation while significantly reducing fixed base station effective radiated
power.
