This thread is REALLY funny!
First, the frequencies linked to are licensed for use in NC, the OP asked about two counties in Florida. They may or may not use the same frequencies, but very likely not. Second, the license is expired. And third, if they use radios that they lease from a service provider, the end user doesn't need a license, so you wouldn't find them in the FCC database anyway. If they have their own channels they should be listed, but if they use leased airtime on an LTR trunked system, or DMR, or NXDN digital systems, you likely won't find a license for them.
