reputable source for ExtIO_RTL.dll

I just got a DVB stick today and went about getting the software together.

I have ran into a few issues with the more obscure parts.

What ExtIO_RTL.dll fils is everyone using? The only link to one I could find was https://github.com/josemariaaraujo/ExtIO_RTL/blob/master/Release/ExtIO_RTL.dll

When I attempt to download this file the website attempts to send a different file this time Ohhnnzxt.dll Norton-AV goes nuts and reports it is infected with Suspicious.Cloud.7.EP

Where can I download EXT_RTL.dll that is safe?

I took a leap of faith and disabled Norton, downloaded the dll and scanned it.

It scanned clean so I am using it.
