RIVERSIDE, Calif. -- Riverside County officials say they will roll out a $148 million radio system by year's end that will greatly improve communications for sheriff's deputies, and to a lesser extent for firefighters.

If I'm not mistaken, I seem to recall that the Riverside County PSEC project is funded by bonds that were approved by the voters.
There is also funding from Sprint (Nextel) for rebanding however the money is being used to move from their 800 EDACS system to the 700 Motorola P25 system. That was agreed upon by both parties in order to free up the 800 channels to be used for rebanding with the surrounding counties. The spectrum that Sprint will gain gives them more options as they move the other systems from the 866-869 area down to the new 851-854 NPSPAC band.
