Well I'm retired CalFire for that area and now I'm tight with RIV and one of their photographers and there's no CMD 20.

RIV C20 is a Riverside County Command channel, not a Riverside City command.

Don't confuse Riverside County with Riverside City, 2 different entities and systems.

RIV C20 154.175 is always patched to 460.600 RIV CMD 2.

two names (depending on which radio you're coming in on).
It's not a typo, RVC wanted it to say "RIV" to reinforce to their folks who they're talking to.

Either way it's the same audio traffic: Riverside City FD Command 2.

Also, the most correct license is WRBN491 for this repeater at Box Springs. Notice how the license says
"BOX SPRING MOUNTAIN, RIVERSIDE CITY VAULT"
