I would contact Icom Support and see if they could either replace the CD or allow a download. Supply them with the receipt for the software purchase so they understand it was legitimately purchased.
In my case I wanted to install the software but had no optical drive on the computer, most do not come with them these days. The only thing I could find was the updater and I think that required the software to already be installed. Eventually I had to dig up a CD drive to install it.

That link you've just shared is for updates to the Cloning Software not the RS Remote Software.
The OP is asking for the Remote Software ... RS-R8600
You cannot download the RS-R8600 or CS-R8600 software from Icom ... you can only download updates. The original Cloning and/or Remote software must already be installed in order to be able to download and install any updates.

The RS-R8600 software MUST already be installed on the OP's PC in order to update the software. He said he hasn't got the CD with the RS-R8600 software.
You cannot download the RS-R8600 software from any Icom website - you can only download updates.
The only way the OP will get the RS-R8600 software is if he sends an email to Icom explaining there was no CD in the box/case. Once Icom send him the CD containing the software, he can then go to the link you provided and update the software.
