They have always wanted to be secure. Back during the Provoice EDACS days they used the ESK feature and Provoice which made older scanners useless until Uniden came up with the Provoice upgrade. The ESK made it so they controlled who could program a radio for the system. They were only open if you had the Provoice upgraded scanner.
As for now. I haven't heard any agency rolling back encryption entirely. Really no benefit for them. They have complete control over who can monitor them. Other than public safety agencies and select media they don't want to be open.
