Scanner for Lanark County

OK, so with the OPP and EMS all over Lanark County going to encrypted systems and Smiths Falls Police also having moved to encryption what would be a good scanner to purchase for listening to the rest of what's left?
I don't see any reason to buy one of the newer scanners that will cost allot of money, or am I wrong? I want to listen to what's going on in my area but it seems it's going to be quite limited very soon. Any help would be greatly appreciated.

Correct. Any used scanner from FB Marketplace is fine. You basically have the County Roads department and the Fire departments to listen to.
