Huh... Google San Antonio Volunteer Airport Police results in

Volunteers

Some of the V.A.P. volunteer duties will consist of recognizing and reporting security violations, suspicious activity, assist with traffic control, patrol the parking areas, terminals and perimeter, issue parking violations, assist in special projects and unusual occurrences, and administrative support. In addition to increasing security, the program will also help enhance the division customer service level.

Issue parking tickets... huh interesting

Based on Echo’s link they appear to be mostly retirees so perhaps that is just their way of volunteering their free time. Now if the pic was of a bunch of 18 year old tacticool super nerds and Sgt. Doofy’s I would avoid that airport even more than I already do.

They looked like a retireee groups of people with special shirts.

Believe it or not, at SAT Airport, they have their own PD Department, then an official "Security" department, and then these guys.

SAT airport police are no joke. Have you ever seen them work traffic at arrivals? Maybe it's just where they send all the angry officers...

Reminds me of the "Citizens Observer Patrol" or COPS in Florida Sheriff's offices. A bunch of white tops in marked units driving through business parking lots, etc....I guess when you're retired ANYTHING to stay busy. I'd personally volunteer at the local gentlemen's establishment if I was giving away my time for free, but I digress.

Probably the S.A.P.D. Citizen On Patrol (COP). Apparently for some reason the PD does not let their COP have police radios, so probably why the one was carrying a scanner.
