As for the first question, the answer for now is no. I have no idea if they have plans to encrypt in the future. As of tonight, most everything is in the clear. They do have the ability to encrypt though, as I have heard a few encrypted transmissions. As for the second question, the only talkgroups I have ever heard fully encrypted are some of the technology/radio shop talkgroups (not a bad idea, as they used to pass IP addresses, etc. in the clear).
Now I'd like to tackle the third question. Is law enforcement monitoring the only form of scanning there is? Even if SCMPD does encrypt their transmission, no that would not mean the end of scanning in Savannah. Almost all other users on the system are still analog; you can still monitor Fire, EMS, and if you like - public works. Let's say that the Chatham-Effingham system does go completely encrypted; it still would not mean the end of scanning in Savannah. There is still aviation, marine VHF, military, and commercial radio traffic to be monitored (just to name a few). Therefore, the answer to the third question is No, it is not the end of scanning in Savannah (and it won't be even if they do encrypt!)
