Scanner apps while mobile?

There are several manuals available. ARRL, Gordon West, W5YI (I think?). Any of them would be acceptable.

And to note, New York State does not give Hams a pass on the use of a scanner in a car. You can have a mobile or portable Ham radio with out-of-band coverage in your car, but you cannot have a mobile or portable scanner in your car.

Fortunately, NY is the only state that uses the strict interpretation of the FCC's preemption of state laws regarding Ham radio operators. But don't be surprised if, at some point in the future, other states follow NY's lead. Hopefully, it won't happen.
