I just double checked the control channel frequencies for the new P25 system and they are all correct. The system and site types are also correct. Not being able to find the control channel is a classic symptom of simulcast distortion. It sounds like the SDS100 handheld and SDS200 base/mobile are the only scanners that will work at your location.
it is usually that it does hear it, and a second one at a slightly different time slot.
did you go for a ride ?
if you get near one tower and can hear them, it is not the programming.
