This has probably been asked a gazillion times but is it legal to have a scanner radio operating in a moving motor vehicle in the great State of Colorado? Many thanks.

I Guess that depends on what its intended use is.

I don't know of any county or municipality in Colorado that has laws restricting scanners. If there were, there is always the federal pre-emption of such laws if you have a valid amateur radio license, although some jurisdictions in other states have chosen to ignore that.

See also http://www.afn.org/~afn09444/scanlaws/ and click on State Scanner Laws

In the states that don't allow it, just use a mobile device and stream.

I look at things in a fare and just way, and for certain states to say you can't have a scanner in a vehicle is beyond bureaucratic!

Does this apply to shortwave radio too??
