Largely dependant on what you
are interested in listening to. LEOs, fire/rescue, air, business, and the list goes on and on. Then whether it's digital or analog. And how much you're willing to cough up for the scanner.
The GRE PSR-800 is a really great scanner for most of the above.

What exactly do you want to listen to? Is it a digital system or analog? Is it trunked or conventional? Is it encrypted?(if the answer to that is yes, then no scanner will work for you). Do you want a portable or base? Price budget?
