Mystery: I have a BCD436 ... why am I scanning in the Custom dept when I have not selected Custom in the Service Type menu.

You must have turned it on somehow.

Here's how to turn it off.

Custom 1 is the default service type when you don’t choose one from the list. If you program a channel/frequency and don’t assign a Service Type it gets dumped into Custom 1.

That is correct! Custom 1 and the Dispatch service types are enabled when you first install Sentinel.

Yes, that's a mystery if you have double checked that it is still not selected. Perhaps it is a department that are named Custom as service types are programmed to a Channel/TG and not a department.
