VP Biden is in the area today (Northampton County, PA). I have a BCD396XT and PSR-800, but don't know where to look to download their freqs, or if they're even available to download?

United States Secret Service - The RadioReference Wiki You'll find most transmissions are encrypted, but a few of the ones dealing with logistics ahead of time may not. Unfortunately, this file cal not be downloaded. You'll have to make a favorites list and enter manually for the 800 and manually for the 396.

The can and do occasionally transmit in the clear. Just last month I heard some clear voice P-25 security detail on the Oscar channel. It just doesn't happen but on rare occasions. If you can program them all in, you just never know.
That being said, your best bet is programming in your local, county and state departments.

I'd have to agree, when they're here in CT I get alot more info off my local PD freqs as well as State PD plus the Secret Service actually has the ability to come up on both local and State PD's systems and have in the past too

No, you are not correct. A better example would be 163.4175 MHz as 163.4155 is not a valid 12.5 kHz frequency step. 163.4175 can be used by radios up to their legal power limits. I think that is 150 watts for the federal VHF High band (162-174 MHz). Several National Parks and National Forests now have 12.5 kHz frequencies on repeaters that are up in the 50 to 100 watt range in power.

However if you are refering to Public Safety and Business bands - a definate Maybe occurs. You would need to look at the specific FCC license that was issued to answer that question and look at the POWER level licensed.
