Scioto County Ohio/Portsmouth Fire Disp P25

I recently purchased a Uniden BCD325P2


Put the frequency in for Scioto County Fire. My understanding from reading since it's one frequency for multiple towers, it's One trunk/one Frequency . I made sure to set it correctly from reading the scanner specific 325 forum. P25 One Freq. I also added the Portsmouth Fire Dispatch, and I'm not hearing anything. If it's slow in the county I get it, but Portsmouth should come thru with EMS calls ECT at least. Unless their EMS is on a separate unlisted dispatch channel.

Or would I need to add Portsmouth Fire in on a seperate system as a P25 standard Freq since the Freq Provided isn't part of the Scioto County Fire one Frequency system.

I can get the neighboring counties of Greenup and Lewis Fire and EMS dispatch to pick up, because they're on conventional still. I added them in under conventional and they work.

But not getting anything P25 related from Scioto County/Portsmouth FD.

Is it possible Scioto has their County and Portsmouth City Fire and EMS encrypted? Which I know would mean no one could pick it up. Because my understanding unless you're intimately familiar with their systems you wouldn't know for sure. You'd just be able to pick them up if they're not. But if they are only those associated with those departments and dispatch would have access to it, so someone with just the frequency wouldn't be able to get it no matter

You might want to monitor some of the TG on your system via RR. The below highlighted are links to live radio traffic. click on the blue link. Try to listen that way to confirm your radio is programed correctly. Also, it appears that the could be some encryption on Portmouth PD, note the lower case "e".

Thank you. I'll have to check that out! Am I missing something. I subscribed to premium but on the state and county pages I'm not finding where I can find this "corrections" page with the talk groups etc. listed myself

I think your referencing the 453.95 MHz county fire channel. This is an analog, non simulcast channel, you should program it like any other analog conventional channel. There's multiple repeaters on the same frequency but each has a unique DPL code so only one is in use at any point in time.

I also added the Portsmouth Fire Dispatch, and I'm not hearing anything.

So I'm doing this manually by hand. I don't have any programming software or access to a computer.
I was able to get the neighbors in Kentucky no problem because they're still conventional, you're telling me the 453 freq #s for Scioto County Fire are conventional freqs and I can just program them in like normal, but they're back ups basically and still on the site for reference. Because everything's on the MARCS system now. What would I need to do? Go to the MARCS reference page and look up any of the sites adjacent to Scioto County and input all those site ID #s? Or would the red highlighted one work for each site that's the control? And then input these 453 frequencys under the channels and add the Talk groups Engine183 mentioned on the individual site IDs? Looks like Scioto Co Sheriff, Fire, and EMS as well as Portsmouth Police and Fire are on MARCS. Are they exclusively on MARCS and not using any conventional anymore? I can't say. But I can say that you would want to be programming in some of the MARCS sites and talkgroups.

Portsmouth PD and Fire, on MARCS, likely mostly use the MARCS site closest to those departments but may show up on any of the sites in the county. Fire agencies in the county that are on MARCS are going to appear on one or more of the MARCS sites in the county.

So you'd really want to program in all of the Scioto Co MARCS sites as well as the Scioto Co talkgroups of interest (as well as OSHP talkgroups in that district, if of interest). Of course, if there are some Scioto Co sites that you can not pick up a control channel from reliably from your location, and you don't use your scanner mobile, you can omit those sites since they would be a waste of time to to scan.

Doing it by hand is definitely a pain in the neck for sure. But that's what you are going to have to do.

I was getting some traffic. I added all the "sites" by hand and put in the talk groups. Portsmouth Fires talk group is coming in with a strong signal showing, but it's only showing "DAT" for Data, I'm not getting Voice, even though the scanner showing full bars for signal strength when it pops up

Its very difficult to program trunking by hand. First you need to realize the site frequencies are not radio channels like on old analog systems.

The talk groups would be the equivalent of radio channels.

Sounds like you need to read on how a trunking system operates.

Is this Marcs system simulcast? I read that was a problem. I literally have the sites added and the talk groups added from the reference page. My scanner (BCD325P2 - Uniden) is showing full bars when a talk group shows up on the sites, and I'll rarely get an actual voice traffic. It'll flash P25 for a second and I've me a little lip of a transmission. But 99% of the time the talk groups pop up it receives the signal and it's flashing DAT.

What settings need adjusted? That instead of the scanner reading it as DAT it's able to process that transmission into a actual Voice message/transmission.

Or is Scioto County Simulcasting? And that's why the scanner isn't able to convert the signal it's receiving into a voice transmission?

There are no simulcasts around Scioto Co so you do not need to concern yourself with that. There is nothing to be tuned. If done right, with a good signal and no interference, it's going to decode clearly.

Start by creating a system (like Ohio MARCS) -- a P25 Standard system
Then add a local site to it - Name the site - add frequencies to site (program only the two red control channels for the site in the database)
In the system options set it to ID SEARCH so that it will play ALL traffic, even if you don't have a talkgroup set for it
Add your talkgroups of choice to the system
Set up a Quick Key to access that system


That document should get you started. You really need to read it thoroughly since you have no ability to program the scanner via a computer.

The one Geographically closest to Portsmouth and Scioto Dispatch (sheriff's office) and the most active one. I have the control frequency put it from this sites reference for that site. (The ones in red) I've added the counties talk groups. Seems like out of 20 times a talk group pops up 19 of those times it just flashes full bars and "DAT". Occasionally It'll decode and say P25 instead of DAT and I'll get the voice message. But 19 out of 20 times the talk groups comes up on the scanner but it's receiving the signal as DAT and not decoding to switch it into P25 to get the voice

Are you sure that you have a real good signal off that site? It may be geographically closest to the entities you want to listen to, but if you don't get great signals from it you are going to have problems decoding. It almost sounds like you programmed them is as either conventional P25 or one-freq trunked when you really need to program them in as P25 Standard trunked sites within a system.

I think when I originally did it. I did do it as one frequency because I thought it was from looking at the old Scioto County Fire 400 conventional freqs and seeing they were all the same and still being new to this thinking those were the active P25 channels.... I didn't delete that out what I already programmed yet..I just locked that system out. That way I could just look on it and jot down that talk group IDs I'd already identified ECT and the names I'd given them so it'd be easy to reference for myself. And then after I created a new system and gave it a name I could identify and made sure it was the P25 Standard. Once I programmed in the sites. I put the talk groups in, and also had it on ID Search so it picked up a few I didn't have already. ..after Identifying and searching the Talk group ID#s I was able to descern the Portsmouth Site was hitting traffic and delayed to my scanner, the Pike SO and Lawarence SO as well as ODOT #9 Adams county operations. I know if I put it in just ID Scan mode it'll only give me the specific agencies I've asked for. But I still went ahead and Identified the other agencies I didn't want, I currently have their individual talk groups locked out, but that way if I ever do decide I want to see if I can pick up traffic from them I can unlock them. I figured Search Mode could be handy to pick up if some other agency hits on the area that I don't have already night be interesting. But I can go back and forth from SCAN mode if I only feel like hearing the specific agencies I want to hear and SEARCH MODE in case the scanner picks up ANY traffic that hits the site location.

I was kind of curious though. Adams Pike and Lawrence have their own MARCS tower sites, wouldn't their agencies TG traffic route through those closer sites instead of of hitting all the way in Portsmouth.

TL;DR. I THINK I HAD IT SET TO ONE FREQ WHEN ORIGINALLY CREATING SYSTEM. I FOLLOWED YOUR INSTRUCTIONS AND REMADE IT P25 CONVENTIONAL. AND NOW IM RECIVING VOICE TRAFFIC! OUT OF CURIOUSITY I ALSO IDENTIFIED AND PICKED UP SHERRIF TRAFFIC FROM PIKE AND LAWRENCE COUNTIES AS WELL AS ODOTS ADAMS CO OPERATIONS. WOULDNT/SHOULDNT THOSE AGENCIES TALK GROUP TRAFFIC ROUTE THROUGH A CLOSER MARCS SITE IN THEIR RESPECTIVE COUNTIES? INSTEAD OF ROUTING THROUGH AND ME ABLE TO PICK IT UP BY SCANNING THE SCIOTO COUNTY PORTSMOUTH (WEST PORTSMOUTH) MARCS SITE?

Wouldn't be uncommon to pick up a Pike or Lawrence Sheriff transmission on a Scioto Co tower given they are bordering counties and Sheriff Departments roam all over. They'll switch to a neighboring counties tower automatically if they happen to receive a better signal from the tower and forced to look for a new tower site to affiliate with because the one they were using became too weak.

I got another one for you. In ID Search Mode traffic came through of an unknown Talk group. 43550. I tried to look it up on the states talk group data base, and it's not been recorded. But this talk group was hitting the Portsmouth Scioto County Tower. Said they were going to check an alarm and then came back it was all clear an employee that didn't know the code. So probably some type of security? Only places close by that I know have building security like that. Could be the Local college University or the Hospital(s) we have two hospitals one main hospital, and then another smaller facility ran by another hospital system. But that would be my guess.. something with security and a radio channel, maybe it's a private talk group that's why it's not been cataloged on RR yet. It hasn't came through enough for me to be able to positively identity it.

As I typed this, another one. 40009 or 41009 I can't remember just caught a glimpse of it came though. About transporting a patient and being out at the local hospital. Going to see if it's in the database. If not it may be one of the private ambulance services talk groups. But it wasn't one of the known public safety entities because I've already used the RR database of known TGs for Scioto County and added them.

You probably saw 40019 (not 41009 or 40009), which is Pike Co EMS

I think so.

I've still not identified 43550. I've noticed each county has TGIDs that are similar. Scioto is 43 for example.

The 43550 still eludes me they're broadcasting traffic but have not yet been identified. They're not on the Ohio list of talk groups. I've been able to simplify by going to grouping the talk groups as ALL on the RR database then using filter to type the # in. And if they're identified they pop right up. Easier than having to look at the lists county by county. But 43550 so far is unlisted/ they're unidentified/not showing on RRs database list

There are likely hundreds or more unidentified talkgroups on MARCS across the state. They get identified by doing what you are doing - listening carefully for days or weeks until you feel confident of what you found -- then you submit it do the DB so that it gets listed in the DB for everyone elses benefit -- at that point there is one less unidentified talkgroup.

In one of your neighboring counties, and I can't remember which, I know there is some sort of court security alarm talkgroup. So that might be something similar for Scioto. Just a guess.

I didn't think about Court Security. I heard them say they were checking an alarm and an employee didn't put the code in correctly. I assumed it was probably Hospital or College University Security. I didn't think about the CourtHouse being a possibilty

not encrypted (at least not fully) De shows that is not fully encrypted. i provide the feeds for broadcastify and my own rdio scanner page.
