i have a SDS100 that fell on the power cable and it ripped the power connector and tore up the pads. i was looking to send it in, but i see it says the repair fee of 94$ is not refundable. anyone have experience with how this damaged pads/connector repair process could go? i really dont want to be out 94$ if they say they cant/wont fix

Just be sure to include a note letting them know of any add-ons you have (DMR, Waterfall, etc.) If the cost for repairs is too high or the time it would take to do the repairs would take too long, they'll just send you a replacement SDS100. If you let them know ahead of time of any add-ons, you won't have any issues when you get the radio back. But, to answer your original question, Uniden won't say they can't or won't fix it if you send the flat rate fee of $94.

That is why it is called "flat rate"...
They will fix whatever is needed - for $94.
Note: The flat rate service/repair fee is NON REFUNDABLE. If a product is not repairable, we will notify you that the unit is not repairable & we will typically offer a comparable model as a replacement at a discounted rate. Your service/repair fee will be credited towards the discounted rate. Two other options are also available (No Additional Charge), if you do not wish to take advantage of the replacement that is offered. 1) We can send the unrepairable product back as is or, 2) We will recycle the unrepairable product if you decide that you do not want it back.

if its not repairable, they could send it back but keep my money....

I had the exact same thing happen to my unit. Both of the side charging/power points were severely damaged. I sent it to Uniden and they repaired it. Took about 3 weeks total.

No....

The statement you quoted is because they do not stipulate which models can be sent in for "flat rate" repair. People send in older models for repair and lack of parts availability, etc may prevent a successful repair.

The SDS100 is a CURRENT model.
As I and others have told you - if it is not repairable, (doubtful), they will replace it.

If you go to the "Repair Rates" page, and then select "Scanners" in the drop down, that will take you to the page where you can enter your model number to find the correct rate for it. If it gives you a "nothing found" response to your model number, then that is a unit that is no longer supported in the repair process.
