Has anyone worked out any sort of small app, that can take a text, a radio ID, and then send it to a repeater to send out to the proper radio(s)? I could use some help on this. I have full access to a repeater and I'm programming the radios too, and the repeater (RD982) is connected to the computer network.

To anyone looking to acquire commercial radio programming software:
Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. All requests will be deleted and a forum infraction issued. Making a request such as this is attempting to engage in software piracy and this forum cannot be involved or associated with this activity. The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.
For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

Licensed business system with digital channels on RD982 repeater. The sender would be an HM782 (somehow an app from a PC sends the text to the HM782 over LAN), and the radio then would send it RF to repeater, and then repeater to destination radio.
Like as if a person were to type a message on their radio and send it to a contact, but instead of a person, we use a computer to send the message to the radio which is then to send it to the desired radio ID.

I am bit late to the party. But from memory there are some small demo programs Hytera have written to do that (used to be free from a dealer but times change). The name escapes me at the minute as it has been quite a few years since I was involved in the Hytera DMR world. They also have dispatch software. If you are keen on writing your own software you could get you hands on the ADK. latest version is 3.22 but that would require being signed up with a developer account and a signed NDA.
The Hytera protocol is a little complex, but the Kenwood DMR has very simple serial protocol. I have a post somewhere back in time on the forum explaining it a little bit. Good luck
