I am using sentinel software to program a uniden scanner and cannot find the frequency for police hotline- it used to be FAPERN. Sentinel does not have it under state. Does anyone know which listing it is located?

Are you referring to something in Connecticut?
FAPERN is listed under COUNTY SYSTEMS -> FAIRFIELD COUNTY. Is is listed as Countywide Hotline. In the RR DB it shows as having an alphatag of "FAPERN VHF" and "FAPERN UHF". So I can understand how that might be confusing.
FAPERN is also listed under the STATEWIDE -> CONNECTICUT LAND MOBILE RADIO SYSTEM -> REGION 1 . This is the county patch for FAPERN.
