Yay! Problem solved: The software (ARC) was not detecting the correct COM port. Noted a side comment in another thread that Fireboat03 was using ARC w the 996p2 w/ WIN7 and not having problems so I asked a follow up in that thread.
To summarize - for "serial port not available"
Downloaded the driver (Uniden from the 996p2 WIKI); unzipped; installed
In Device Mgr: R clicked >>ports and matched the baud rate, confirmed the COM in the advanced area
In SW (ARC): went to the scanner tab along the top, opened communication set up and matched the COM/selected autos elect scanner.
Uploaded my frequencies and am in business. Cannot wait to take it to my Dad tomorrow- it's going to absolutely make his day.
