If the municipality of Burlington enacted this without the input of the citizenry then it's wrong. The taxpayers are the ones that "foot-the-bill". If it is a grant from the Dept. of Homeland Security, there is still some sort of oversite. Where I'm from. this is considered a capital expenditure. Is there any information from the municipality of Burlington about a meeting or meetings for public input? Was this posted in the local newspaper, on the radio, tv, municiple website?

If this radio encryption was already part of the package the police have, then the police can do what they want as long as they inform the local government and violate no laws. What you folks should do is ask the Burlington elected officials about this.
