It was 4 months ago when I posted the DMR frequency for the Allegan ISP busses and I have been listening to this frequency again, this seems to be a shared repeater or something because I keep seeing talkgroup 16777184, slot 1, color code 1, and Allegan's ISP busses use talkgroup 1, slot 2, color code 1. Does anybody know what it belongs to? Because I know it belongs to another transportation system, but for where idk, it might honestly belong to Allegan's ISP for something else.

They are probably renting time on the repeater, happens all the time. They may be licensed or may use the license of the rental company. Best way to find out is search the FCC records for antennas or licenses. Learning to use FCC database will get you answers quicker than continuing to post on here.

You can look for that? I thought you could only look for license, callsign, and frequency(ies). And I just use the advanced search.

There are many databases that allow you to search, as I said, spend time learning the system, spend time searching the FCC website.
But the site is so outdated and complicated, it was hard even applying for a GMRS license. And what are these other databases? Are they on the FCC site or somewhere else?

The FCC site isn't outdated. It's more accurate than anything else you'll find. It is the authority for non-federal licenses in the USA. Anything else is either a copy of it, or something that someone else has built.

It is complicated, but given time, you'll learn it.

There is a "help" button on the upper right that can shed some light on some of your questions.
Others are just a google search away.

For this one, search on the frequency/location and find the license. Navigate to the "Frequencies" tab and then look at the Station Class.

For this one, if you saw an FB4 (Community Repeater), FB6 (Private Carrier/profit), FB7 (Private Carrier/non-profit) or FB8 (Centralized Trunk Relay), that would tell you that this repeater is shared. You can get definitions of these here:

FCC and website isn't outdated or any issues getting a GMRS License. Out all U.S. Government services the FCC and their site is
A ok.

Also no issues in getting a GMRS license.
Applied for GMRS License last week around 9 PM on the East Coast and by the next already had the license.

Well, I never got the email to mine and still never got it. So I had to search thick and thin just to find it. Still very confusing to me.

Also to note; I meant outdated by design and user interface. Also, I was talking about the ULS site not the actually FCC main page.

You could have just searched the ULS by your FRN and that would returned all licenses under that FRN.
