Squelch Problem

I just purchased a PSR 400 Mobile Base scanner. I have had scanners in the past, but I am having a problem that I have never encountered before. I cannot correctly adjust the squelch to stay at an even keel. Just when I have it adjusted, it suddenly gets very loud again. Not sure if I need to do something else--I have read the book, but don't see too much pertaining to this problem. Any info would be appreciated. Thanks,

I am not sure what you mean? The squelch has nothing to do with the volume of sound from the speaker.
