Stafford Sheriff's are encrypted so, you will not hear them.
Fire on the other hand is not encrypted.
The state police is P25 phase 1

The database shows that Stafford Co is a Phase 2 system, but fire is operating as phase 1. Fredericksburg fire is Phase 2
Looking in the database how do you tell what is Phase1 and Phase2?
If you look at the "Mode" column for each talkgroup, "D" is used for Phase 1, and "T" is Phase 2. "DE" or "E" will mean encrypted. Fredericksburg joined the system several years after Stafford and got the more modern Phase 2 (aka TDMA) format.
