STARCOM21 Talkgroups 2961 & 2962

While reviewing some SC21 recordings I made earlier this year, I came across a couple of transmissions by Will County EOC on talkgroup 2961. In both transmissions, the radio operator IDd this talkgroup as the "MABAS Incident Command channel". I don't ever recall hearing any other transmissions on this talkgroup, and it's not currently listed anywhere on the Radio Reference SC21 database page. Can anyone confirm this as it was IDd by Will County EOC?

Also, talkgroup 2962 is included in the list of unknown talkgroups at the top of the RR SC21 database page. There appears to be a dedicated "secure" (encrypted) talkgroup for every MABAS talkgroup, I'm wondering if 2962 might be the MABAS Incident Command secure channel.

sometimes eoc ops will be on a backup channel . i know that in our region we have undergone rebanding do to fcc regs. so the info for thier mabas devision might not be public yet .. i mean as being publicly published anywherw
