They are made by Panorama, a London UK-based communications company. The antennas seen in this state were apparently custom-ordered by the State in anticipation of use on the WISCOM system. They are wideband, rated at ~138-165 MHz. The base is a funky plastic/plated metal contraption that requires a 1/2" hole for new installs, or it can be retrofit into existing 3/4" holes by flipping a rubber gasket around. The mount comes with a length of coax attached and they come with FME connectors already installed on the end of the coax.
You can see the two variations that the state radio shop is using in the photos below. The antenna on the right fender is on a swivel mount so it can be tilted vertical and it doesn't have the shock spring like the other 3 antennae do.
The new state vehicles (WSP, DNR, etc) have been getting them installed since summer last year, so they are starting to get around.

The company makes all sorts of antenna variations for use with VHF-low, VHF-high, TETRA, 800 MHz etc over in Europe. I don't think there are any commercial resellers in the US at this point.
