Static in Cromwell

I just got a pro-97 yesterday (love it...was in the dark ages of scanning till i got this scanner...) i have hustler DCL antenna hooked up to it...i hear newington clear as a bell but i get cromwell very distorted and static-y. Both are LTR systems in the 400mhz range.BUT i live in cromwell...like 3 blocks away from the police station and like 5 from the coles rd station...does anyone know why this might be? just wondering...i can barely hear cromwell and the scanner has trouble trackin the system...thanks for input anyone who might be able to help...it is bad regardless no matter which side i am listening to...dispatch or car...thanks again!

could be overloaded, if there is an attenuator, try that.
Try loading as Narrow FM rather than FM or viceversa
