Stewart County (Dover) - Encrypted?

The TN Homeland D7 talkgroups in Stewart County are shown as not encrypted. I just purchased a BCD996P2, installed the NXDN upgrade, and downloaded the RR Database for this system, but I'm hearing nothing. Although I have 10+ years of experience programming Motorola XTS/APX/XPR radios, I make no pretense to know what I'm doing with NXDN, Proscan and the BCD996P2, so this could just be my blunders.

Nevertheless, I came here to ask: Is the Stewart County TN Homeland D7 system encrypted now?

Thanks in advance for any suggestions, guidance, etc.

Do you have all three towers for Stewart county imported to the scanner as well as the Stewart county TGIDs?

Programming should look like this:

I only have the frequencies for Dover since I'm very near that tower. I do have all of the TGIDs.

Then that should work as long as the system is set up for NXDN Trunk and TGID format to NEXEDGE.

Might want to go thru and check the settings on the scanner and make sure you don't have something turned off.

Is there anything else programmed into the scanner that actually works and receives?

Is squelch set to '2'?

I did get it to work on a Weather Radio channel. I've been leaving squelch on '0' as this is a digital system.

Squelch needs to be set at '2' on the 996P2. Set at '0' it is probably not even scanning, at least none of my Unidens scan set to '0' they just lock on a channel. Modern Uniden scanners are made to set squelch only as low as '2' unless you are testing something out. Digital or analog has nothing to do with what scanner squelch default setting is. Again make sure it is set to a NXDN Truck system and not a NXDN One Freq system.

Are you using the stock antenna or an outside antenna?

Post your programming file here and let someone take a look at it.

I've attached the Proscan file that I was using. The antennas were a home-made coaxial dipole tuned for 460MHz and a SignalPlus mobile (mag mount) "25 MHZ to 1300MHz". I'm so close to the tower that even the stock antenna will show 4 bars of signal being received on the signal strength indicator (hence, I was wondering if the county has gone encrypted).

Thanks for looking at this - I look forward to learning what I'm doing wrong.

You have no Quick Key set for TN Homeland D7, you only have Quick Key 0 set for Service Search - Air.

Using your file, click on Dover, then set Quick Key to 1, click on Stewart County, then set Quick Key to 1

Then click on TN Homeland D7 and make sure that under Group Quick Keys Status Blue = Assigned, that the 1 has a check mark next to it.

Save the file, then write the file to the scanner.

Hopefully that fixes it.

Thanks, I've made the changes, including setting squelch to '2', and waiting to see if anything comes across.

After more than a week of total silence, I've concluded that Stewart County (TN) is either encrypted, or the radio is defective. I really appreciate the help and suggestions.
