These are not one and the same. DCM= "Dotcom" = FltPlan.com Allows flights to operate with the Dotcom callsign to obfuscate tracking. These flights are not available for tracking on Flightaware either. No associated plane registered to 4185D. It's reserved by the FAA's Surveillance and Broadcast Services office. Maybe they're maintaining some regs to be used for privacy like this?
Look at the speed of the DCM flight, clearly a jet not a C-130. Also returned to MDT a few hours before.

DCM4140 (A4F4E3) departed KMDT and heading southwest. Shows as 96-1854 a C130 on flightaware. I read that as you saying BATON74 is using both hex codes and they are not two completely different aircraft.
