The city's websites have also had this for a number of years now. Depends on your connection - but I wouldn't call it live. Usually lags behind the scanner a bit. But, in Tennessee the scanner would be worthless for listening to STW.

FWIW, I asked a friend at a competing ISP about the time lag, thinking it might be there to allow the dispatchers (or whoever) to kill any potentially embarrassing or confidential radio traffic. My friend informed me that it was just the "cost" of converting analog audio to digital and streaming it on the internet. No ulterior motives, that's just the way it is.

Depending on the what program City of Stillwater is useing to steam the live radio there is between a 2 - 10 sec delay between what live and what come out of your pc speaker. I believe this is due to the buffering in the program. I know that there at least a good five second delay on my feed for Tulsa Metro. Which works to my advantage, because if I miss it on the scanner I my here on the feed a few second later.

I think it has more to do with the distance it travels after it is encoded to the listening pc. Mine, when I have it up, has about a 5-10 second delay. But then again, I also stream video for mine.

So technically, it is live, but it isn't. If you consider a small 5 second delay live...then that is a big difference from a ballgame or awards show on tv with an hour delay....or 10 minute delay.
