SWEF34 and new tower

I was driving down the frontage road along Interstate 41 (to avoid construction on the interstate itself), just south of the CTH U exit, which is also the Brown/Outagamie County line, when I noticed that as part of the MAJOR construction project happening in this area, there were a couple of new things:

Weigh Station 34 (SWEF34) has been torn down and replaced with one of the newer bigger weigh stations.
There is also a large radio tower being put up next to the weigh station.
The weigh station building has an antenna on top of it, so I don't think the tower is for the weigh station.

I think this might be ASR 1327124 <ASR Registration 1327124>

Any idea what this is for? Perhaps a new WISCOM 700/800 site?

A similar new tower installation exists at the updated EB I-94 station between Hudson and Roberts

I noticed this went up last week as well. SWEF34 is being replaced and reconstructed as the new Northeast Region Headquarters for the State Patrol. It may have to do with adding additional functionality to support as a dispatch center.
