System Frequencies Red and Blue

Hello

I am looking at Frequencies on RR and I am trying to understand the difference between The Frequencies in Red, Blue and, Black.

Red primary control channel, blue alternate control channel, black voice channels. Only one channel at a time is control, the rest are voice channels. How ever the customer wants, the control channel will rotate through the red and blue frequencies, be it 12h, daily, weekly monthly, or even never.
