I hear police messages talking telling them to respond on Tac 1, Tac 2 or Tac 3 channels. Are those encrypted channels?

Ummm, you need provide specific agency(ies). My crystal ball is out for repair... Generally speaking, full encryption is denoted with an uppercase "E" in the RRDB (as in "DE", TE", P25E, DMRE, NXDNE) with partial encryption denoted by a lowercase "e"

It varies by agency, since you didn't share who you are talking about @Whiskey3JMC gave you the best answer we could. That said, if you are listening on Broadcasitify, I do not believe the feeds carry TAC TGs.
