No. A talk-around is to bypass a repeater.

Not always. For many years in Georgia, "State band" simplex 154.905" was "TalkAround"

"National law" (155.475) simplex is widely used as a "Talk Around Channel".

There are many, many channels separate from the repeater input that are designated as "TalkAroundChannels" (T.A.C.)

However, I concur with the National Interoperability designation. They have spent much time and research doing what they do. I am not debating that. But to say a "TAC" channel -Always- means "Tactical" is ridiculous. Many Public safety agencies, transportation industries, etc. have side channels, that are called "Talk Around Channels" or "TAC" for short. For discussing the last call you just went on. Where are we gonna eat? Is your motor running hot? -(NOT "Tactical" communications in any sense of the word)

But, I digress, as "TAC has been designated as "Tactical" under the national guidelines. And I'm good with that, and comply when programming as well.

But there -Are- Talk Around Channels out there, and have had nothing to do with a repeater....
