Tacoma encrypted channels (tAC 3)

Is there anyone with a Digital scanner such as the Pro 96 monitering the Tacoma Police TRS.
I was wanting to know if will unscramble Tac 3 which is the encrypted channel for the TPD.
I see on the frequency database it says there is APCO 25 air interference and the radioshack Pro 96 says it will moniter that digital system.
Any answers will be great

NO scanner will ever "unscramble" an encrypted APCO25 signal anywhere, not to mention the fact that its totally illegal.

I have NO knowledge of TAC 3 for Tacoma PD, whether it actually is encrypted.
