If I were to submit an open records request to the Government, what are the odds they would give me an un-redacted list public safety radio frequencies in Ontario? TAFL is almost useless, as all the good stuff is hidden.

That's purposely redacted for "safety" reasons. I would submit one and see what you get.

There are no secrets with today's technologies. SDR, Close Call etc. We have been sussing this stuff out forever. We are not like in the US where a lot is published. Here you can do a little detective work and put together the pieces
While you might likely never get the list, the entities RCMP, OPP , etc I think as a hobby we have done pretty damm good .
Public Safety is to broad a phrase. Each agency has best interest at heart (dependant on what your target listening is)

I've discovered back in the 70's that ALL Public Safety freqs. were rarely given out except to specific media outlets. Besides being a "frequency detective", is one of the most fun things about our hobby.
