I entered my site frequencies entered my system id as TxWARN (cause I live in Texas) entered my talk group id’s but I still don’t understand how this works can somebody please explain this to me.
As was explained in this post, 1) your scanner isn't capable of receiving those systems - it's too old, and 2) The systems with an E in the mode column are encrypted, so no scanner can receive those.can somebody please explain this to me.

What he is saying is your scanner will not receive and decode the control channels which mean they will not decode/play the audio on the TGs. You need to upgrade the scanner to a P25 Phase 2 scanner.If my scanner is too old then how do I program talk groups

Again, it is NOT about the talkgroups, it is about being P25 Phase 2 capable. The site I am using is CiboloAgain, it is NOT about the talkgroups, it is about being P25 Phase 2 capable. But what you haven't shared is what sites you are trying to listen to, many are simulcast and the only scanner that is designed to work with simulcast sites is the SDS100 or SDS200.

Whereas the mode "T" (two-slot TDMA) talkgroups cannot be picked up. CIbolo's mode "D" as I showed the OP here. Also tvengr did some site research on post #12 of the linked thread and found that simulcast distortion shouldn't be a factor so there shouldn't be an issue if the Pro 197 is programmed properlyHe has changed systems on us and all the TGs onthe new system in his county are TDMA

Alright thanks@SA_tx_88116 you were asked about sites and your last 3 posts reflect systems and talk groups. If you want the help, its best to answer the questions being asked and post the information being asked. From your replies, it seems you do not understand how trunking works. I suggest you read this over as it explains it pretty well.
