I’ve seen some licenses with DMR designators over the years, the three you linked are for Goree Unit and two statewide vhf mobile licenses. Probably a heck of a lot cheaper for them to go DMR and opens up a lot of technology they can use with unit IDs, better recording ability and more for a fraction the cost of P25. Never heard P25 or DMR in use yet. Connally Unit is the one I’ve been closest to in recent time and it’s still analog on all repeaters at this time.

I was going to say the same thing - I noticed that all of the ones I've seen, including these include data emissions, which is typically a hint at trunking, but the licenses are still non-trunked, so who knows what they're up to.
It does seem odd they wouldn't go P25 just for interoperability with practically everybody else in the state (including Juvenile Justice), but like you said, it may be a cost thing.
Almost all DMR and NXDN licenses also have the D (data) and W (combination) emission designators in addition to E (telephony). Probably has nothing to do with trunking.

Absolutely a cost issue. Some units require hundreds of portables. Maybe 40-50 of them are assigned to an individual, the rest are pool radios for maintenance, ag, manufacturing, cellblock/dorms, hallways, showers, kitchens, recreation, etc. Those pool radios get abused.

A lot of the Huntsville units have the XPR3550, so it would not require new subscribers to go DMR. Other regions may still have the PR400, so that would require a complete swap.
