On that list it shows the same freqs listed above the dmr freqs as fmn analog too. So cant a regular scanner still pick them up?

TDMA IS the ota mode for DMR. If a agency/business goes to DMR then it is TDMA. If it is some other form of digital it will be FDMA (like NXDN or P25 unless it is P25 phase 2)

They may be operating the DMR repeater in dual mode, analog and digital, for what ever reason possibly until all users have digital capable radios. You can pick up the analog mode, but no scanners decode DMR... Yet.
