Does this allow for a system administrator to set a digital repeater to only pass authorized users traffic, sort of like on a trunking system where you must have a valid LID to transmit?

Possibly, but I've never seen it discussed. The only access controls I'm aware of in a conventional repeated P25 system are NAC, multiple NAC (like a P25 community repeater) and P25 Conventional Trunking. This question would probably be better-suited to the Motorola or P25 forums.

Anyway, confirmed yesterday: DPS 102 is the helo for the Houston area, heard on both DPS A2 and HCSO Dispatch 1 on HC Regional 2318. His P25 ID was 118.
