If you don't have a computer may I recommend a Dell Optiplex micro version on eBay that will set you back about $100 or less? Or a Dell Latitude laptop. Latitudes are considered a better model seen as how they are more for business customers I guess. YMMV
I put together a Dell Optiplex micro for my parents that was bought on eBay bare bones. I added my old CPU, maxed it out at 16 GB of RAM and added a 240 GB Crucial NVMe hard drive. The computer not only is small, but power saving and plenty of power for them just to surf the Internet and print crap.
You of course don't have to go that route like I did and can more than likely find a complete Dell Optiplex micro on eBay with Windows 10 or 11 already pre-installed. But if it were me I'd reinstall the OS and use a script found at Github called AtlasOS to strip all the crap out of 10 or 11. But that may be above your pay grade.
Do make sure the power supply for the computer is OEM. Meaning original Dell. If not it CAN be a fire hazard and the computer's BIOS/UEFI may not like the power supply. Same applies to laptop power supplies.
In my opinion there's absolutely no reason why anyone should not have a computer in this day and age. Like I said, around a 100 bucks and you got one. Back in the '90s when I was a kid and wanted a computer my parents could never afford one. They were super expense! Now today I have MANY computers including 5 mini computers that are like Raspberry Pi type boxes. Well, more like an Intel NUC.
Don't ever buy a Chromebook though. For one you won't be able to program a scanner with it, and two, well, I reserve the right to call Google a crap company... LOL (for a multitude of reasons)!
