Tier III Trunking System On VHF In Tampa?

I found the following Tier III (TIII) control channels last night and was wondering if anyone has any information about who these are and what they're for? The FCC data doesn't really seem to clarify anything.

158.39375 Network ID 13, Area 1, Site 1 (1.1)
159.51000 Network ID 13, Area 2, Site 1 (2.1)
159.64375 Network ID 13, Area 5, Site 1 (5.1)

They all have the same System (or Network?) ID of 13 showing on DSD+ (DSD+ actually shows it as Network L13). So I guess they're all part of the same system? I'd also be interested if anyone has anymore frequencies.

That link requires a premium subscription. It's an annoyance how one frequency can be licensed to multiple different agencies in the same county. How do they not interfere with each other? But one of the licensees for 159.100 is a company called Kinder Morgan, Inc. I looked them up and it's a gas and oil company, so I wonder if that's who this system is.

Well, I found the frequencies while searching with a 6.25 kHz tuning step. Is 6.25 allowed on VHF?

Most non-federal VHF is 7.5 kHz spaced channels but scanner 7.5 kHz search tuning steps might not always line up with the valid FCC channels and scanners don't always stop on the exact frequency.
If you want to determine valid frequencies you have to look up the nearest ones in the part 90 frequency pool tables then search for licencses.
90.20 for public safety eCFR — Code of Federal Regulations
90.35 for industrial/business eCFR — Code of Federal Regulations
