Not heard in Rochester. What is the receiver location?
I suspect could be NYSEG. They have been doing intermittent TIII testing for a few years on their Part 22 frequencies.
The receiver is north of Buffalo somewhere. I searched the FCC and TAFL, but got no hits. Then again, as a Part 22 refarm, it wouldn't be listed as a discrete frequency in the FCC data anyway.

NYSEG has Part 22 licenses in WNY markets originally for the P25 system that never got that far west. If it follows the past pattern seen in other areas it will be up for a while with only test traffic then disappear unless they are finally going to build out the system.
It's been on for a few years now. I'll intermittently tune to it, just a random seldom data call, no voice. It wasn't nailed down on who it was and had minimal information so it was left as suspect of NYSEG and that was it I believe.

And don't be fooled by the specific frequencies listed on those licenses...they can use any center frequency they want as long as it falls within the FR block.
I did not search for Part 22 channel blocks, but when I do a ULS search, I also do not filter by license types. A standard (for me) ULS search does not provide paging blocks.
