The first thing you must consider as far as the feds are concerned is that any tower of 200 feet or higher must be properly lighted at night. Also, if you live within 5 miles of an airport, you will be required to reduce to a height even lower than 200 feet unless FAA approval (and who know what other agencies) approve it. Of course, there MAY be many local laws that would be involved as well.

If you are nowhere near an airport you can have a tower up to 200 feet without needing to paint and light it or register it with the FAA and FCC.
That doesn't take into account if the tower needs an environmental study or any state or local regulations.

You had better check the local zoning requirements in the city or county where you live. In my city you can only go 15 feet above the building it is mounted on (roof mount). If it is free standing it can not be higher than your house. In addition to zoning regulations, you need to be aware of any dead restrictions for your development or if you have a Home Owners Association (HOA) you need to follow their requirements.
As far as city or county regulations all of this changes if you are a licensed ham. FCC rules pretty much limit cities, county, and states to safety issues only. They have no impact on HOA or dead restrictions. Theory is that you should have known about them when you purchased the property.
