I am hearing them today on this site. BCI Communications (DMR) (Oldsmar) Trunking System, Oldsmar, Florida - Scanner Frequencies

They are a rather small company and only need citywide coverage. As the main users of the system, it would be silly to hop off.

Actually, they cover all of Hillsborough and even part of Pasco, depending on their service. They are BLS for Tampa but are mutual aid for Hillsborough and also provide mental health transport for Pasco.
