I can tell you Trooper 5 based in Cumberland is called by the 911 center on the telephone at the hanger. No radio traffic until the chopper is wheeled out of the hanger and preping for takeoff.
Syscom also speaks to them by phone when they are dispatched.

MSP Helicopter Dispatching
Local Jurisdiction receives call from IC for Helo, Local Jurisdiction calls SYSCOM/EMRC and requests helo, MSP Duty Officer at SYSCOM selects the closest Helo and then calls that Helo by phone at the Hangar unless they are already in flight then they use the 44.74mhz frequency and tells them where to respond, by giving them the closest Interecting streets, ADC Map Coordinates as well as GPS Coordinates.
To answer your question there is no paging or alerting system over any frequency for MSP Helo's.
