trouble programming OPP and RCMP freqs

I tried following the same directions I was given to program the Toronto Police system freqs to prgram RCMP and OPP freqs. It worked for programing the Toronto Police freqs but I cant seem to prgram The freqs for OPP and RCMP. Any Ideas?? Also when I select the bank I want to store the freqs in some channels are locked out, I tried following the directions to unlock these channels but I cant seem to do it..........Also I cant program certain freqs, for example 141.30000, it wont allow me to enter all the digits.......Also sometimes when I enter a frequency it says error even though it is a coorect frequency and I have selected the correct system type???????????any ideas?????

Not a particularly useful comment...

For that matter, one can use 141.3, and the scanner will fill in
the trailing zeros. Many frequencies are specified out to 5 decimal
places, but most scanners only take four; some older ones
only three, but fill in the last digit depending on the
previous ones (e.g. 451.137 -> 451.1375).

A frequency with a non-zero digit in the 5th decimal
place e.g. 155.91075 indicates it's on 6.25 or 7.5kHz
steps (new narrowband channels).

So...it's a fair question, especially for someone new
to scanning and this site.

No, it didn't; the key thing was to answer the question, which I think I have, plus
added some hopefully useful extra practical info. I'll let the question-asker
judge that.

Actually, in the strict sense, it isn't (besides the length of the character
strings you had to type...).

This next question might be more suitable for the Tavern, but I'll ask
anyway. Is 10 x 10 = 100 ?

If what you suggest is programming the Control Channel only, no such luck.
The PRO-94 is an older scanner that does not support CC-only operation on
any band.
