I raised my discone about 2 feet and now I'm getting both sides of comms on 260.9 as well as a center on 290.4, RR as that as Elk Mountain ARTCC. anyone know if that's correct and where is it located.

That is correct. 290.4 is New York Center and covers Sector 36 Low Altitude (13,000ft-29,000ft). Sector 36 has two sites, Elk Mountain (Union Dale, PA) and Sparta (Sparta Township, NJ).
